CUP COMPETITION RULES

General Rules

1. All competitions shall be under the control of the Management Committee of the Association whose decisions shall be subject to an appeal to the Appeals Committee and who shall have the power to refuse entry of any club.

2. Teams shall consist of players who have been playing members of their club for at least seven days prior to the date on which the match is played. A playing member is one who has signed the Association registration form to be with the Registration Secretary seven days prior to the date of the game. In a semi-final or final tie a player must have played at least five (5) matches for the club prior to the date the match is played. For the purpose of this Rule a match shall be any match organised by the Herts FA or West Herts FA

3. No player shall play for more than one club in any one competition. Any club found guilty of playing an ineligible player in a cup competition, shall be struck out of the competition and suffer other penalties as the Management Committee may deem appropriate. For the purpose of player eligibility a cup match shall be deemed to be of the same standard played by the team had it been a league fixture.

4. In the event of colours being similar, the Home team must change, except in the Final tie when both teams must change.

5. All cup matches shall be played to a conclusion. An extra half hour or at the discretion of the referee, twenty minutes, must be played in the event of a draw. Should the game remain tied after extra time has been played, the tie shall be decided by the taking of kicks from the penalty mark. If bad light prevents completion of the kicks the tie shall be decided by the toss of a coin. Should extra time not be completed, and neither club is at fault, the match shall be replayed on the opponents ground.

6. The final tie of all competitions shall be played on a ground to be selected by the Association. The Association shall take the gate receipts. Both finalists shall provide two match footballs in the referees changing room 10 minutes before the match, which are fit for play, and failure to do so may incur a fine of £5 maximum. The final tie shall be played to a conclusion, with extra time and if necessary kicks from the penalty mark to decide the winner.

7. Clubs playing in a Final tie shall, not later than five days prior to the match, send to the General Secretary, Registration Secretary and the Secretary of the opposing team, a list of players from whom the team for such match will be selected, and no objection to any name in such list shall be entertained unless an objection, stating particulars, is given in writing to the General Secretary and the Secretary of the opposing team not later than three days before the match is due to be played. A club scratching from a Final tie shall be deemed guilty of misconduct and shall be reported to the Hertfordshire Football Association. Any club defaulting on any part of this Rule may be fined by the Management Committee.

8. Any matter not covered by the foregoing general rules of the Association or in the rules of the particular cup competitions, shall be dealt with by the Management Committee.

9. A club may not enter more than one team in the same competition unless the rules of the competition so allow or as decided by the Management Committee.

10. If any Cup Competition is held over to the next season, only those players qualified in the previous season are eligible to play

11. In the event of a non-fulfilment the team may be fined £40 maximum and struck from the Competition.

12. All Cup matches must be completed by the date published and as determined under General Rule 10c. Any Club failing to agree to play on a date fixed by the Management Committee may be deemed to have forfeited the match.

13. Emergency registrations are not permitted for cup games.

14. Sixteen medallions or trophies may be awarded to cup winners and runners-up.

15. For all rounds up to the final Match Officials appointed to Cup games shall be entitled to charge standard class public transport expenses or private car expenses of 10p per mile and any other permitted expenses actually incurred together with the following match fees:­Referee £20 Registered Referees appointed by the Management Committee as Assistant Referees £10 subject to any limits laid down by the sanctioning Association(s).

ST MARYS CHALLENGE CUP

1.         The cup shall be competed for annually without entrance fee by clubs to be selected by the Committee.

2          All matches shall be played on such grounds and in such manner as the Management Committee may decide.

3          The Home club shall send a statement of account, together with the amount due, to the Association Treasurer within seven days of the date of the match.

4          At the discretion of the Association, the taking of kicks from penalty mark may take place in the first match.

5          All games up to the final will have kick off times between 19:30pm and 20:00pm

6          Match Officials for St Marys Cup Challenge Cup games will be appointed by the WHFA Management Committee and the Match official fee will be

Referee £30 and Assistant Referees £15. The club drawn at home is responsible for the payment of all match fees. 

APSLEY SENIOR CHARITY CUP

1.         The competition shall be open to all first teams of full and associate member clubs competing in a standard lower than the Herts Senior County League Premier Division, but higher than Division 2 of the West Herts Saturday League.

2          The Association. after meeting all expenses incurred in the competition, shall donate the balance to such charity or charities as they may decide.

APSLEY JUNIOR CHARITY CUP

1.   The competition shall be open to all reserve teams of full and associate member clubs competing in a standard lower than the West Herts Saturday League Premier Division, and all first teams competing in a standard lower than the West Herts League Division 1. (For the purpose of this rule the South Midlands and the Herts Senior County League Reserve Section Division I shall be considered of a higher standard ).

2.   No player shall compete who has played in the current season in more than TWO out of his last Four previous consecutive games in matches of a higher standard than Division One of the West Herts League.

3.   The Association, after meeting all expenses incurred in the competition, shall donate the balance to such charity or charities as they may decide.

WATFORD PEACE MEMORIAL HOSPITAL CHARITY SHIELD

1.         The competition shall be open to all teams competing in the Premier and Division 1 of the West Herts League.

2.         The Association, after meeting all expenses incurred in the competition, shall donate the balance to such charity or charities as they may decide.

WEBSTER CUP

1.         The competition shall be open to all teams playing in the West Herts League Division I (first and reserve teams) and below (first teams).

2.         No player shall compete who has played in the current season in more than TWO out of his last Four previous consecutive games in matches of a higher standard than Division I of the West Herts League 

SIR STANLEY ROUS CHALLENGE CUP

1.         The competition shall be open to all teams playing in the West Herts League Division 2 and 3

2.         No player shall compete who has played in the current season in more than TWO out of his last Four previous consecutive games in matches of a higher standard than Division I of the West Hem League.

HOLLOWAY TROPHY

1.         The competition shall be open to all teams playing in the West Herts League Division 3 and below.

2.         No player shall compete who has played in the current season in more than TWO out of his last Four previous consecutive games in matches of a higher standard than Division 3 of the West Herts League.
